To the Secretary of State for War the enclosed report by Messrs. Leigh and Orange, Architects to Messrs. Meyer and Company, on the subject of the requirements of the War Office as regards the provision of booms to prevent the spread of burning oil from tank ships, together with a plan of a boom prepared by the same architects.

I shall be glad if I may be informed by telegram whether, after consideration of the points raised by Messrs. Leigh and Orange, a boom is still considered necessary, and if so whether a boom constructed in accordance with the enclosed design would meet the requirements of the War Office.
